Mr. Lumer is an NCMA fellow, former national officer, author and co-author of numerous professional articles for Contract Management Magazine. With a distinguished 33-year Federal contracting career, Mr. Lumer rose from GS-5 to SES Level IV, with his last assignment as the Contracting Executive for the U.S. Army Space and Missile Defense Command. Described as the most decorated civilian contracting official in the history of the U.S. Army, he spent 4 years writing the FAR and DFARS as the Army Policy Representative on the DAR Council and was selected by the White House and DoD to represent the U.S. around the world and train companies that supported us in Iraq.
