DINNER SPEAKER BIOGRAPHY: Lyle S. Eesley, Director, DAU Learning Center of Excellence for Service Acquisition
Mr. Eesley is the Director of the Defense Acquisition University (DAU) Learning Center of Excellence for Service Acquisition and a Professor of Contract Management for the Defense Acquisition University. He is responsible for developing and fielding learning assets designed to improve the acquisition of service requirements within the Department of Defense. He is responsible for DAU’s first catalogue course focused specifically on the acquisition of services, ACQ 265 Mission Focused Service Acquisition, Service Acquisition Workshops and the Service Acquisition Mall.
Before arriving at DAU he was a consultant for industry and government clients on business process improvement issues, outsourcing studies, requirements packaging, and performance based service acquisition. One of his clients received the Air Force’s Vern Orr Award for innovation based in part on his assistance in a strategic repackaging of their base infrastructure requirements. This effort saved the installation over $600,000 on the initial competition and has returned over $100,000 annually in process improvement savings directly tied to the original business planning strategy.
Lyle is also a 29-year veteran of the United States Air Force retiring as a Colonel. He served as the Director of Contracting for three different Air Force Major Commands, Air Education and Training Command, Air Mobility Command, and Alaskan Air Command, managing an acquisition budget approaching $1 Billion annually. He held increasing levels of responsibility in the contract career field, from buyer, to contracting officer with an unlimited warrant, section chief, division chief, squadron commander, and director of contracting. He has first hand experience with developing performance based requirements and business strategies that have produced significant performance improvements and cost savings.
He is an advocate of strategic thinking within the acquisition community and developed a Command wide strategic business strategy governing the competitive sourcing of over 6,500 positions for Air Education and Training Command. An early advocate of e-commerce, in 1993 Lyle pioneered development of a successful e-procurement system reducing acquisition lead times from weeks to hours for small dollar requirements.
He is a National Contract Management Association (NCMA) Fellow, served on the NCMA board of directors, the NCMA Contract Management Certification and Accreditation Board, and was past president of three different NCMA chapters.
